The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of
WASH E-Learning Development Consultant based in Jakarta Office (JOB CODE : WED-JKT/STTA)
Objective
Improving the capacity of WASH sector actors is critical part in the effort to increase access to safely-managed WASH, especially for the service providers’ personnel. Given that, USAID IUWASH PLUS include the capacity building aspect in the PDAM index, which use to track the improvement of PDAM performance as a result of USAID IUWASH PLUS technical assistance. However, many WASH service providers/operators such as PDAMs still have limited access to capacity building program due to several constrains, among others there are still few institutions that provide training program design specifically for PDAMs and cost for participating in the program. Balai Teknik Air Minum (BTAM) under the Directorate General of Human Settlements, Ministry of Public Works and Housing is one of the institution that provide such training, design specifically for water supply operators of PDAMs and focus on technical aspects of water services. BTAM provide training for PDAMs with different funding scheme, completely free for sick PDAMs, partial-funded for unhealthy PDAMs, and paid program for healthy PDAMs. BTAM has a comprehensive training program that divided into 4 clusters that are: production, transmission and distribution, mechanical and electrical, and other supporting aspects. Each cluster has several fields that describe in the following chart. However, BTAM has limitation to cater number of participants due to most of the comprehensive training program require longer face-to-face time to deliver, the duration of different training module is ranging from 5 up to 10 days, thus maximum participants that can be trained in BTAM are only 1,000 per year. While, the total personnel of PDAMs in Indonesia are more than 60,000 personnel. Therefore, to increase number of PDAMs personnel that can receive training from BTAM, a new methodology for providing the training program is necessary, such as combining the e-learning and face-to-face method to reduce the duration. BTAM and Directorate of Water Supply Development, MPWH request USAID IUWASH PLUS assistance to develop the e-learning concept, structure, and develop example of e-learning modules. Thereof, the WASH E-Learning Development consultant will provide support for the BTAM e-learning development, including the preparatory works.
Responsibilities:
In general, the tasks and responsibilities of the consultant will include, but not limited to:
• Provide support during the preparatory works, including:
Compile and review existing training modules from BTAM and COE of Dit. PSPAM and map out the characteristic of different topics/modules in all training programs, such as into: understanding basic theory, basic how to, advancing skill, etc.
Identify possible integration of training topics/modules between BTAM and COE.
Subject for agreement by BTAM and Dit. PSPAM, facilitate the training program integration or synchronization for the topics that are relevant for E-Learning development.
Facilitate the discussion to select the criteria for training topics/modules that can be converted into e-learning modules based on identified characteristic.
Based on the discussion, select and agree on the topics/modules that will be converted into E-learning.
Develop scope of works to recruit appropriate third party (firm/company) that will develop the E-learning modules.
Identify areas that are required to be in placed at the BTAM for implementing the e-learning program, including capacities to be improved.
Provide support during the of E-learning development, including:
Support the third party in discussing and agreeing the concept and scheme for E-Learning with BTAM, Dit. PSPAM, and other relevant stakeholders.
Provide input and feedback for the third party on different aspects of E-Learning modules, such as the use of effective media, animation, interactive interface, etc.
• Provide support during the trial period, including:
Support the trials process, testing the E-learning modules with several PDAMs
Based on the trial results, provide input and feedback for improvement
• Liaise or point of contact for USAID IUWASH PLUS for the BTAM E-learning development, however also ensuring respective PICs are always well informed
Deliverables
• Mapping results of BTAM and COE training programs, characteristic of each topics/modules.
• Scope of Works for E-Learning Development by third party.
• Brief report on the integration or synchronization process of BTAM and COE training program.
• Brief report on trial process and key points for improvement.
Posting & Reporting Relationships
The consultant will work out of the IUWASH PLUS office in Jakarta and report directly to the Primary Supervisor set forth above. When travel is required, associated costs (for airfare, local transport, accommodation, per diem, etc.) will be financed directly by USAID IUWASH PLUS and in accordance with project-level practice and regulations.
Minimum Qualifications
• Minimum a bachelor degree in a relevant field from technical department, such as environmental engineering or civil engineering, master’s degree will be an advantage
• At least eight (10) years of experience in working in WASH sector, having an understanding of water supply systems designs and process will be an advantage;
• Has experience working or supporting capacity building program for WASH actors, such as training, twinning, partnership, including in developing e-learning modules or online training;
• Possesses good writing skill to support the development of e-learning modules;
• Possesses basic communication and facilitation skills, including moderating discussion, meeting, and workshop;
• Possesses good verbal and written communications skills in Bahasa Indonesia and English;
• Has experience in working and managing implementing partners from relevant institutions including Government, WASH operators, donors and other relevant partners;
• Flexibility to work on evenings and weekends on occasion, and to travel within project locations in Indonesia when required.
