The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
- An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
- An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
The Swiss State Secretariat for Economic Affairs (SECO) acting through the United States Agency for International Development (USAID) share the mutual goal of improving performance of water utilities to increase access to clean water in Indonesia, particularly to address two technical challenges that are especially impactful: (1) high rates of non-revenue water (NRW); and (2) poor energy efficiency (EE). To provide a comprehensive and measurable NRW reduction and EE improvement in Indonesia, SECO agreed to co-finance USAID for a three-year technical assistance program, implemented under the current USAID IUWASH PLUS program with seven PDAMs in two regions, i.e. West Java and Central Java provinces.
To achieve these outcomes IUWASH-PLUS need high caliber candidates to fill the positions of
- Short-Term Technical Assistance (STTA) for Leak Detection Engineer in Jakarta, WJDT Regional Office ( Job Code: STTA/LDE_WJDT)
- Short-Term Technical Assistance (STTA) for Leak Detection Engineer in Surakarta, Central Java Regional Office (Job Code: STTA/LDE_CJRO)
Objective
The Leak Detection Engineer will work in the USAID IUWASH PLUS SECO team under the direction of the Leak Detection and DMA Operation Specialist for each region, to support the Physical water loss (NRW) reduction for PDAMs in both regions.
Specific Task and responsibilities of the Leak Detection Assistant include but not limited :
1. Support and working together with Leak Detection and DMA Operation Specialist to conduct his/her Leak Detection and fix leak, such as but not limited to :
- Prepare the concept and steps of leak detection activities
- Review the pipa transmission / distribution network at PDAM, especially primary and secondary pipe
- Review and evaluate the indication of the big leakage at transmission and distribution network
- Discuss and agree with PDAM team the priority location and schedule of leak detection
- Develop a work plan and methodology for active leak detection
- Conduct active leak detection, with or without leak detection equipment, particularly in the transmission, main and secondary pipe distribution network
- Utilize Leak Detection equipment
- Assist and provide direction fix leak to the PDAM team
2. Support and working together with Leak Detection and DMA Operation Specialist to conduct his/her DMA Operation, such as but not limited to :
- Inventory existing DMA system
- Review and evaluate the existing operation of DMA
- If necessary improve the operation DMA
- Prepare methodology and steps to operate DMA
- Support and assist PDAM team to operate DMAs
3. Others
Support Leak Detection and DMA Operation Specialist to conduct his/her DMA Operation, such as but not limited to :
- Prepare regular report as necessary
- Prepare final report of leak detection and fix leak and DMA operation
General tasks include:
- Support achievement of project goals and objectives, in particularly to manage a detailed program and activities plan of NRW reduction at selected PDAMs at CJRO region;
- Support in coordinating with key stakeholders at regional level, including provincial and local governmental partners, PDAMs and others
- Support close internal coordination among regional staff.
- Assist in manage regional operations in terms of human resources for the NRW program, in accordance with DAI and USAID policies and regulations.
- Support cross-fertilization between project partners within and among the two regions, where the Program is implemented, as well as other donor of GOI initiated projects directly related to NRW reduction
- Throughout the above, ensure regional compliance with DAI policies and risk management protocols as well as the rules and regulations of DAI, USAID and SECO
- Importantly, engage the Regional coordinator of the program immediately regarding any issues that may arise and pose a potential liability to DAI, USAID and/or SECO, including those related to employee or consultant underperformance, team cohesion, possible ethical or other policy violations, project finance, legal matters, etc.
Minimum General Qualifications:
- A minimum of Diploma’s degree in environmental, civil or machine engineering;
- Minimum of two (2) years’ experiences working in Water Supply and DMA Program Activities
- Having additional skill on using MS Word for report layout is highly desirable;
- Creative, attention to detail and able to work in a team;
- Reachable during working days and easy to communicate, including attending meetings if necessary;
- Ability to work under pressure and meet deadlines with quick turnarounds.
Expected Start Date: January 2021
Period of Assignment: about 11 months
