The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of one million people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS is currently seeking qualified candidates to fill the position of
Business Enabling Specialist based in Jakarta for National Office (JOB Code : BES-JKT)
Objective
The Business Enabling Specialist will work under the direction of the Product Marketing Specialist and the BC/Marketing Advisor for the Business Enabling activities under project’s Component 1, specifically directing all WASH Business Enabling activities described in the project’s Marketing Strategy.
The primary objective of the Business Enabling Specialist position is to prepare, implement, monitor and report on IUWASH PLUS Business Enabling activities, in line with the Marketing Strategy and approved project targets, especially supporting the poorest 40% (B40) of the urban population. Specifically, s/he will act as Specialist for Business Development Services Marketing activities to support the IUWASH PLUS Project’s achievement of increasing demand of WASH product and services, and facilitating a robust market for household WASH product and services under Component One: “Improving Households WASH Services.”
Responsibilities:
The Business Enabling Specialist will define and coordinate the overall IUWASH PLUS BDS engagement strategy (part of the larger Marketing Strategy) of both the IUWASH PLUS regions as well as with stakeholders at national level. S/he will assist targeted implementation partners – including but not limited to, Local Government, MFIs, construction enterprises, WASH entrepreneurs, UPTDs, and private desludging operators – to become the marketing force for sanitation products and/or services in their area, including all marketing and other client-facing activities.
The responsibilities will include, but not be limited to the following:
Identifying and helping IUWASH PLUS regional staff to engage local and regional potential BDS (Business Development Services) providers (consultants and/or firms) in areas selected for implementation of the Marketing Strategy. These BDS providers will assist targeted implementation partners with marketing and promotion, technical, and business management of WASH products and services. And,
Assist and support WASH service providers (BDS potential) for any capacity building needed to strengthen their business. This include but not limited to technical, finance, marketing, business development, etc.
Facilitating business linkages between BDS providers and the local government, microfinance institutions (MFIs), WASH entrepreneurs and enterprises, UPTDs, and/or private desludging operators participating in the Marketing Strategy Implementation, as appropriate.
Coordinate and support IUWASH PLUS activities with National stakeholders on Business Enabling: Ensure strong linkages between Business Enabling activities of Component 1 with other programs and activities in the same Component, as well as with other IUWASH PLUS Components, including: Component 2, Strengthening City and Districts WASH Institutional Strengthening; Component 3, Strengthening the WASH financing environment; and Component 4, Advancing national WASH advocacy, coordination and communication.
In conjunction with the IUWASH PLUS M&E team and under the direction of the supervisor, help monitor the overall access increase under the implementation of IUWASH PLUS as required by the IUWASH PLUS Performance Monitoring Plan (PMP).

· Technical reports, articles and other publications related to the above.
Expected Start Date : March 2019
Minimum General Qualifications:
Bachelor’s/S1 in Business Administration, Marketing or related field;
Five (5) years of professional experience;
Business, finance, and marketing understanding;
Preferable focused knowledge on capacity building for area of business linkages, value chain development, and financial literacy;
General awareness of key stakeholders and players in WASH sector;
An understanding of the Indonesian government, semi-governmental, NGO, and private sector;
Experience with USAID programs is highly desirable.
