USAID IUWASH PLUS Facilitates Local Governments and PDAMs in Developing Water Safety Plan (RPAM)

The Government of Indonesia 100-0-100 program aims to ensure the fulfillment of access to safe drinking water for community. Based on GOI standard, safe drinking water means meeting the criteria of good quality, quantity, continuity, and affordability (4K – Kuantitas, Kualitas, Kontinuitas, & Keterjangkauan). The water safety plan (Rencana Pengamanan Air Minum/RPAM) is one of the tool to ensure 4K in water supply services. USAID IUWASH PLUS implements the Water Safety Plan (RPAM) program to strengthen stakeholders that have responsibility and authority in providing water supply services, for example Municipal Drinking Water Companies/PDAM (for urban water system) and Community-Based Organization for water in rural community.

The RPAM Program implemented by USAID IUWASH PLUS covers 4 RPAMs that includes Source, Operator, Consumer and Communal RPAM. In the first year, USAID IUWASH PLUS starts to collaborate with 12 Local Governments (City/District/PDAM) to facilitate and develop 13 RPAMs that consist of 9 Source RPAMs and 4 Operator RPAMs.

From February to May 2017, USAID IUWASH PLUS and its partners in the regions have conducted socialization/workshops/FGDs, dissemination/audience with heads of local governments, establishment of RPAM team and surveys to collect data and information directly in the field to analyze various related potentials and risks that can impact the availability and service of drinking water. The establishments of RPAM teams in several cities/districts are also supported by the commitment of the heads of local governments through the issuance of the Bupati/Mayor Decree. Meanwhile, survey activities will cover the water catchment area for Source RPAM as well as the processing system, distribution of PDAM and other infrastructures for Operator RPAM.
