The Launch of Management Information System for Water Safety Plan

The Ministry of Public Works and Housing and PERPAMSI launched a management information system for water safety plan (MIS RPAM) in the opening ceremony of a national coordination meeting of PERPAMSI (MAPAMNAS) on December 8, 2021 in Surakarta city. The MIS RPAM launch was held both in-person and through Zoom™ platform.

Participating in-person in the MIS RPAM launch were the Director General of Human Settlements of the Ministry of Public Works and Housing, Ms. Diana Kusumastuti; the Mayor of Surakarta city, Mr. Gibran Rakabuming Raka; the Mayor of Bogor city and Chairperson of APEKSI (Indonesia City Government Association), Mr. Bima Arya; the General Chairperson of PERPAMSI, Mr. Rudie Kusumayadi; representatives from PDAMs/Perumda Air Minum across Indonesia, and the private sector. A total of around 200 people participated in the launch in person and 78 people through Zoom platform.

The MIS RPAM launched in the event was developed with supports from USAID IUWASH PLUS as part of the Project’s initiative to assist the Government of Indonesia in paving the way toward achieving the safely-managed drinking water. In addition, USAID IUWASH PLUS also assisted the MIS RPAM testing in three PDAMs that have implemented the RPAM, namely PDAM Kota Salatiga, PDAM Delta Tirta Kabupaten Sidoarjo, and PDAM Kota Makassar.

In her remarks, Ms. Diana Kusumastuti highlighted the Government of Indonesia’s commitment to achieving the Sustainable Development Goals that have been translated into the national mid-term development plan (RPJMN 2020–2024). The RPJMN has targeted 15% of Indonesians to have access to “safely-managed” drinking water by 2024.

One of the main strategies to attain this target is through the implementation of water safety plans by all types of service providers, beginning with water utilities (PDAMs/Perumda Air Minum) and gradually expand to other service providers. The RPAM will help PDAMs/Perumda Air Minum to provide safely managed drinking water through a risk-based management approach. The national RPAM roadmap has targeted 190 water utilities to implement the RPAM by 2024. Ms. Kusumastuti also hoped that, with the MIS RPAM, the RPAM documents will be developed easier and can be accessed and updated at any time.

As of November 2021, the USAID IUWASH PLUS project has provided various inputs to the Government of Indonesia to establish the foundation to attain the 2020–2024 RPJMN and SDGs targets. This assistance included conducting assessment of previous RPAM implementation, policy discussions to set up the national framework, developing national RPAM roadmap for 2021–2025, revise the RPAM manual, RPAM implementation pilot in 3 PDAMs, developing the MIS to support RPAM implementation, and providing capacity building for the PDAMs to implement the RPAM through master of trainers training and training of trainers.
