USAID IUWASH PLUS supported Pokja AMPL and Bappenas in organizing the 2017 National Conference on Sanitation and Water Supply (KSAN). The conference was held in Jakarta on November 7, 2017 under a theme of “Working Together to Achieve Universal Access”.
The conference was attended by the Ministers of Health and PPN/Bappenas and the officials from the Public Works and Housing, Development of Disadvantaged Regions and Transmigration, legislatures, the heads of local governments, The World Bank, UNICEF private sectors, and media.
KSAN 2017 was opened by the Minister of Health, Nina F. Moeloek and continued with the keynote remarks from the Minister of PPN/Bappenas, Bambang Brodjonegoro. ”Safely managed water supply and sanitation can reduce the risk of disease transmission through the environment,” stated Nina in her opening remarks. For the keynote remarks, Bambang Brodjonegoro, also stated that water supply and sanitation are the priority in the global and national development, hence, this issue should be a local government’s focus.
Discussions on the utilization of special allocation funds (Dana Alokasi Khusus) and village funds for water supply and sanitation were held during the plenary session. The plenary was followed by parallel discussions. The first discussion was on creative financing through innovative financing and the second one was on the cooperation with corporates and governments (KPBU) financing scheme. In the first discussion, the participants learned about how to obtain financial support for water supply and sanitation from public donation, cooperative and obligatory charity. As for the discussion on financing through KPBU, it was concluded that there is a need for the establishment of forum for PDAM to disseminate KPBU as alternative financing scheme for water supply infrastructure.
