On January 24, 2019, Lumajang district government in cooperation with USAID IUWASH PLUS socialized the Regional Regulation (Perda) No 18, Year 2018 on Desludging Service Tariff in Gadjah Mada Hotel in Lumajang district.
This socialization aimed to introduce the Perda on Desludging Service Tariff to the community members and gain their commitment to support the regulation implementation. At the same time, the activity was conducted to introduce the Regular Desludging Service (LLTT) program.
The Perda No 18 Year 2018 on Desludging Service Tariff was enacted on October 23, 2018 to support domestic wastewater management, including LLTT.
The Secretary of Lumajang district, Agus Triyono, stated that domestic wastewater management is crucial as it relates to human basic needs. Therefore, Lumajang district government has developed regulations to support the domestic wastewater management, including the LLTT in Lumajang district.
Further, Agus Triyono explained that Lumajang district has enacted two Perda to support domestic wastewater management, namely Perda No 6 Year 2018 on Domestic Wastewater Management and Perda No 18 Year 2018 on Desludging Service Tariff.
“These Perda are able to be used as a legal umbrella for the operation of [domestic wastewater management activities],” said Agus Triyono.
Through this socialization, Lumajang district government also informed the community representatives that the LLTT consists of containing domestic wastewater in septic tank, desludging the septic tank regularly, as well as transporting and treating septage in an IPLT (Septage Treatment Plant).
When the community members receive desludging services, they have to pay the service according to Perda No 18 Year 2018.
In addition, this Perda socialization also provided Lumajang district government to inform the community members that the domestic wastewater management is included in Lumajang RPJMD (Medium Term Development Plan) for 2019–2023.
As a follow up of the Perda socialization, Lumajang district government will conduct a grand launching of the LLTT program in 2019.
About 100 people representing the staff of Lumajang district government, community leaders, and private sector attended the socialization of the Perda on Desludging Service Tariff.
