LLTT Training for Supporting LLTT Scale Up

To support the Regular Desludging Service (LLTT) scale up nationwide, USAID IUWASH PLUS supported the Environment Sanitation (BTPTL) of Ministry of Public Works and Housing (MPWH) to conduct an LLTT training in Gresik on September 25–October 4, 2018.

The training is attended by 16 participants from the Public Works Office, Housing and Settlements Office, Regional Planning Agency, Regional Secretary, and the Agency for Regional Tax and Retribution from five districts/cities ready for LLTT implementation, namely Bitung, Sidoarjo, Depok, Lumajang, and Jambi.

During this training, seven national trainers—from MPWH and UPTD—who have completed the LLTT Training of Trainers, two MPWH trainers, and a consultant are facilitating the trainings. During this 8-days of training, the trainers use 18 LLTT modules developed jointly by USAID IUWASH PLUS and MPWH and deliver various LLTT related topics including LLTT procedure and regulation, operations, and advocacy in classroom.

In addition, the participants also had a one-day field visit to an IPLT managed by the UPTD PALD of Gresik and the house of one of potential LLTT customers to observe desludging process and to practice surveying potential customers using an Android application. Afterwards, the participants spent one day to develop the LLTT strategy and plan for the implementation in their respective district/city.

“This LLTT training is a breakthrough of the MPWH because the participants are able to learn comprehensive knowledge in the LLTT implementation, including its tips and tricks. We (the pilot UPTD) did not learn this much,” said Uliyani, one of the trainers.

For LLTT scale-up, the MPWH will refine the modules and allocate its 2019 National Government Budget (APBN) to conduct more LLTT trainings. USAID IUWASH PLUS will continue its supports to the national government to refine the LLTT modules and the replicate the training.
