The community in Landangan sub-village in Kalibuntu village, Probolinggo district, have been longing for a water supply that is safe for consumption.
Based on the participatory M&E data in 2017, among 223 households in the sub village, 184 households did not have piped water access, instead they used shallow wells that produce brackish water, and 39 households did not have any water source at home.
“I did not have a well at home. So, I had to go to my neighbor’s house to bathe and buy refilled water costing Rp50,000/ month for cooking and drinking, said Masrimah—a housewife in Landangan sub-village.
To improve the community’s access to water supply, KOTAKU program built a SPAM Komunal in Landangan sub-village in 2019. Considering KOTAKU’s budget availability in that year, the SPAM Komunal was initially designed to serve 35 households. The SPAM Komunal uses groundwater located more than 100m deep so the water that comes from the SPAM is not brackish.
“The SPAM Komunal in Landangan village is a part of KOTAKU’s program to build infrastructures in five villages in Probolinggo district,” said Punarto, the District Facilitator of KOTAKU.
At the end of 2019, 41 HHs had connected to the SPAM Komunal, including some of the families that have shallow wells and those who did not have water access at home.
To sustain the SPAM Komunal, KOTAKU has collaborated with USAID IUWASH PLUS to assist the beneficiaries in Landangan village to form a caretaker group, named KPP Mandiri, to manage and maintain the SPAM Komunal.
KOTAKU and USAID IUWASH PLUS conducted an operation and maintenance training for the KPP on January 28, 2020. During the training, the KPP learned how to maintain the SPAM Komunal, read and record the water meter, calculate water tariffs, and how to do accurate bookkeeping.
The training was followed with intensive assistance from KOTAKU and USAID IUWASH PLUS on the SPAM Komunal operation and maintenance.
“Thanks to KOTAKU and USAID IUWASH PLUS’ trainings and assistance, we are able to manage the SPAM Komunal independently,” said Suparyono, the Chairperson of KPP Mandiri.
“After discussing with the SPAM Komunal users, we agree that each household pays Rp1,500/m3 for water and Rp2,000 for monthly administration fee,” he added.
“With the SPAM Komunal, now I only pay Rp10,000 to Rp20,000 per month and use the clean water for purposes. It saves a lot of money,” said Masrimah.
In 2020, the Office of Housing, Settlement, and Land Affairs of Probolinggo district will disburse grants to build an additional 35 house connections to the SPAM Komunal in Landangan sub-village.
