Individual Consultant to Support IPLT Design Review for 3 cities – Fixed Price ICA (Job Code : FPIC/IPLT_DR-NAT)

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:

1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of

Individual Consultant to Support IPLT Design Review for 3 cities – Fixed Price ICA (Job Code : FPIC/IPLT_DR-NAT)

Objective
1. Review and documents refinement of DED IPLT Deli Serdang and Tebing Tinggi
2. Review and provide technical recommendation on IPLT Nipa-Nipa uprating in Makassar
3. Presentation and discussion of technical recommendation on IPLT Nipa-Nipa with local and national stakeholder.

MAIN TASKS

A. IPLT Deli Serdang and Tebing Tinggi
1. Review document engineering design of Deli Serdang and Tebing Tinggi.
2. Participate in the meeting regarding review document DED IPLT.
3. Coordination with PUPR, IUWASH PLUS, and others stakeholder
4. Conducting refinement reporting, calculation (include cost estimate), drawing, etc regarding preparation document for bidding.
5. Prepare the report.
6. All meeting costs will be cover by IUWASH PLUS (venue and accommodations).

B. Review IPLT Makassar
1. Visit IPLT Makassar
2. Conducting interviews, observations, measurements, photographic documentation, schematic drawing sketch, etc. to collect all information regarding IPLT Nipa-Nipa
3. Review capacity of planned waste water treatment plant and IPLT co treatment capacity
4. Assessment of IPLT system process.
5. Based on IPLT technology processes and dimensions, provide calculations of the existing capacity of each component of the system.
6. Complete a hydraulic assessment of the facility.
7. Develop schematic design drawings showing the dimensions of all system components
8. Recommendation on IPLT next step technology improvement with its expanding capacity as a preliminary step before development DED.
9. Presentation its finding and recommendation on the workshop or meeting.
10. Participate in the meeting or workshop regarding review IPLT.
11. Prepare a technical report
12. All meeting costs will be cover by IUWASH PLUS (venue and accommodations).

WORKING ARRANGEMENTS AND TIMING
The individual consultant will work under the supervision of the IUWASH PLUS National Septage Management Specialist.  The assignment expected to be complete within three months (November 2019 – January 2020).

Required Qualifications and Experience
The candidate should meet the following qualification:
• Minimum an S-1 bachelors’ degree in Environmental Engineering, or related field
• Minimum 5 years’ experience in Design Waste Water Treatment Plant (WWTP) and / or Sludge Treatment Plant (STP) or known as Instalasi Pengolahan Lumpur Tinja (IPLT).
• Minimum have 4-5 times experience in audit STP/IPLT.
• Have experience in septage management or fecal solid management is an advantage.
