The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
- An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
- An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of Individual Consultant:
Hydraulic Analysis of Distribution Pipeline in PDAM Tirtauli Kota Pematangsiantar, North Sumatera (Job Code: FP ICA/HADP_NSRO)
Objective
The main objectives of hydraulic analysis of distribution pipeline in PDAM Tirtauli, Pematangsiantar City activity are to:
- To assist the PDAM in analyzing the hydraulic capacity of the existing distribution pipeline network as an information/ data for consideration and analysis in equitable distribution of water to customers.
- Conduct an inventory of data and analyze the hydraulic capacity of the distribution pipeline so that steps can be taken to increase and equalize flow and pressure.
- Planning of additional / parallel pipelines and installation of network equipment such as gate valves, washouts, pressure reducing valves etc.
- Recommendations for placement of distribution reservoirs and zoning areas.
Tasks
The Consultant function as the implementing partner of IUWASH PLUS is to provide technical assistance specifically in the hydraulic analysis of distribution pipeline in PDAM Tirtauli, Pematangsiantar City. The consultant will be under coordination of IUWASH PLUS North Sumatera Regional Team, supported by the Urban Water Supply National Team.
Minimum Requirement
To implement this activity, IUWASH PLUS informs the public through internet media to invites individual candidate (not company) to be selected as Hydraulic Engineer Consultant through selection process. Anyone who meets the requirements may submit their CV and work experiences to join the selection process, as for the requirements as follows:
- Have a minimum of 5 years work experiences Water Supply and PDAM Project, and/or especially for development of water distribution network
- At least Bachelor (S1) in Environmental Engineering/Civil Engineering/, or any discipline related to the hydraulic analysis of water distribution network.
- Experienced in providing assistance:
- Detailed engineering design of water supply system particularly in distribution piping system
- Hydraulic analysis of water distribution pipe network by using a software

Expected Start Date: May 2020
Duration
The contract for the invited Hydraulic Engineer Consultant will be for the estimate period of fourteen (14) weeks starting from Signing Contract Date. The nature of the contract is part-time work (10 days minimum present of working at PDAM Tirtauli not including travel period which is estimated need around total 16 days of work allocation).
