The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight months initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:

1.         An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2.           An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Task and Responsibilities
The consultant will achieved the above objectives with the following activities, but not limited to:
1.     Assessment and analysis to prioritize the regulatory needs that will highly leverage and support the effort to increase water supply access to B40:
a.      Conduct desk review of existing regulations that hindered the effort to improve water supply access to B40, particularly on regulations that cover the following aspects: improving terminology and definition, formalize alternative service options and its standard, policy for unaffordability, land tenure issue including informal settlement, subsidy and PSO mechanism for B40;
b.     Conduct discussion with USAID IUWASH PLUS relevant team, relevant Ministries at national level including Bappenas, and other relevant stakeholders to get feedback on the priority regulatory aspects that will be addressed first;
c.      Develop recommendations of priority aspects of regulations that will highly leverage and support the effort to increase water supply access to B40.

2.     Develop recommendation on what have to be done to operationalize the priority regulations identified in point #1, among others:
a.      Identify government regulation and ministerial regulations that needs to be revised in order to improve B40’s access to water
b.     Recommend the revision or amendment of clauses or articles on Government Regulation 122/2015 and relevant Public Works Ministerial Regulation
c.      Identify required process to implement point (a.) and/or (b.), resources/input, and institutions that need to be involved in the process;
d.     With respect to point (a) above, conduct consultative discussion with relevant stakeholders, including Bappenas, to get feedback on the prosed recommendation and timeframe (short-medium-long term);

3.     Facilitate national Focus Group Discussion (FGD) to discuss and agree on the recommendations in point #2 and develop follow up action:
a.      Identify relevant stakeholders to be involved in the FGD, including when required, roles of the key institutions in the FGD (who will lead the process of which recommendations)
b.     Facilitate the national FGDs to discuss and agree on the proposed recommendation and timeframe, and also identify follow up action plan;
c.      Based on the results from FGD, develop recommendation or policy paper as a reference for further actions or follow up actions.

Required Qualifications
USAID IUWASH PLUS will seek a consultant to implement the above work, with following qualification:
·       Minimum a bachelor degree in a relevant field such as law, public policy, or public administration, master’s degree will be an advantage.
·       At least eight (8) years of experience in working with regulatory aspects particularly in WASH sector, having an understanding of the associated topics will be an advantage;
·       Has experience on developing recommendation or policy paper or other relevant documents that are to address the regulatory issue, preferably on WASH sector;
·       Possesses basic communication and facilitation skills, including moderating discussion, and meeting;
·       Possesses good verbal and written communications skills in Bahasa Indonesia and English;
·       Has experience in working and managing implementing partners from relevant institutions including Government, WASH operators, donors and other relevant partners;
·       Flexibility to work on evenings and weekends on occasion, and to travel within project locations in Indonesia when required.
