Individual Consultant for Re-Operation Plan of Septage Treatment Plant in Sragen and Wonosobo District (CJRO) – Fixed Price ICA (Job Code : FPIC/STP_CJRO)

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of

Individual Consultant for Re-Operation Plan of Septage Treatment Plant in Sragen and Wonosobo District (CJRO) – Fixed Price ICA (Job Code : FPIC/STP_CJRO)

Objective
The main objectives of this assignment is for site assessment, Review Re-operation, and Develop operation procedure of Septage Treatment Process at Sragen and Wonosobo Regency Central Java. To support the implementation of safely manage in Sragen and Wonosobo Regency, it is necessary to review the existing STP on those regency. After review is conducted, minimum correction action can be planning and implemented so the STP can be operated.
In general, the tasks for the Individual Consultant in implementing the activity are as follows:
Task 1: Assessment of existing STP
• Internal coordination with the USAID IUWASH PLUS regional team in Surakarta as the team in charge of the program,
• Coordination with partners assisted by the Regional Team in both Sragen Regency and Wonosobo Regency.
• Assessment for Septage Treatment plant and its system process.
• Develop schematic design drawings showing the dimensions of all system component.
• Preparing a report containing of assessment result

Task 2: Develop Fecal Sludge Management concept
• Calculate projection of generation sludge production
• Calculate the capacity of STP needs
• Develop the document

Task 3: Revitalization STP
• Design a minor re-operation of STP base on assessment report. The STP have receiving unit, pretreatment unit, separation unit, liquid treatment, and solid treatment. At least the STP could be operation with the minor rehabilitation.
• Re-operation at Wonosobo regency, is it could be operation as aSTP.
• Re-operation at Sragen regency, is at sludge treatment.
• Implement it minor repair
• Calculate cost required for Re-operation of STP. Cost of minor re-operation is in Technical Service Provider budget.
• Discuss a minor re-operation with USAID IUWASH PLUS regional team in Surakarta and each regency, before the implementation.
• Trail run of re-operation of STPs.
• Develop a report design of minor re-operation

Task 4: Develop STP SOP’s
• Develop SOP for operation and maintenance
• Develop trouble shooting on operation

MINIMUM QUALIFICATION :
• At least 5-7 years’ experience in sanitation programs, especially in the design of Septage Treatment Plant (STP) or domestic WWTP (Waste Water Treatment Plant)
• Minimum S1-Bachelor’s degree in Environmental Engineering/civil/chemical/biological
• Experience in construction and/or supervision of Septage Treatment Plant (STP) or domestic WWTP (Waste Water Treatment Plant).
• Able to work independently with limited supervision / facilities in Sragen and Wonosobo District
• Excellent interpersonal skills with the ability to work in a team environment
• Able to prepare reports and documentation on work implementation (In Bahasa Indonesia)
• Able to working in part-time within 9 months with working day minimum 15 days/month
• Preferably domiciled in Sragen and Wonosobo District or Central Java area.
