The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight-month initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Individual Consultant for Financial Improvement UPTD ALD to Badan Layanan Umum Kota Bekasi, Makassar dan Kab. Gresik based in Jakarta (JOB CODE: FPICA/FBLU_JKT)
Objective:
The main objective of this assignment is compiling document feasibility PPK BLUD consist of technical requirement, substantive requirement, administrative requirement
Responsibilities:
Together with the Local Government, Technical Consultants, and Institutional & Regularly Consultants, to facilitating assistance in the:
a. Preparation of the UPT PALD Strategic Plan (integrated with the Renstra Organisasi Perangkat Daerah Induk UPT PALD) in calculating the domestic wastewater development budget.
b. Preparation of Minimum Service Standards for Domestic Wastewater at the Data Collection, Calculation, and Planning stages.
c. Preparation of Financial Statements or PALD financial projections in accordance with the provisions of the applicable laws and regulations.
d. Preparing the Final Audit Report document or compiling a Statement of Willingness to be audited by the Government External Examiner.
e. Preparing the Budget Business Plan.
f. Participatory work sessions in the preparation of the feasibility of PPK BLUD documents.
g. Stakeholder meetings to finalize and reach agreement on PPK BLUD
h. Regular stakeholder meetings with related parties (UPTD PALD, Dinas, etc.) to discuss assessment results and reach agreement on priority programs in the form of signing an agreement.
Minimum General Qualifications:
USAID IUWASH PLUS will seek a consultant to implement the above work, with following qualification:
· Have (at least) a bachelor’s degree in financial/management/urban planning engineering;
· More than 5 years experiences in understanding and formulating strategic plan, minimum service standards, preparation of financial reports or financial projections, compiling Audit Reports, and preparing Budget Business Plans;
· Experience in developing PPK BLUD and all requirements;
· Experience technical and management assistance of UPTD PALD / Local Governance Experience in developing PPK BLUD and all requirement
