The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:

1.         An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2.         An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Objective
In general, the purpose of this activity is to conduct capacity building for PDAM business plan team in reviewing the Perumda business plan for the 2020-2024 period, consolidating the business plan in connection with the new businesses SPAM Training Center Management and SPAM Software and Hardware Business Management.

MAIN TASKS
The scope of work of the Local Facilitator are include but not limited to:
1. Coordination and preparation, among others : discussing SOWs, workplan/timeline, carrying out capacity building and mentoring and compiling reports
2. Conducting capacity building on how to review the business plan of Perumda Tugu Tirta Malang
3. Facilitate the preparation of a SPAM Training Center Management business plan without financial and feasibility analysis and assistance in the presentation of the results of the preparation of the business plan
4. Facilitate the preparation of a SPAM Software and Hardware Business Management business plan without financial analysis and feasibility and assistance in the presentation of the results of the preparation of the business plan.
5. Prepare a final report on the SPAM Training Center Management business plan, without financial and feasibility analysis
6. Prepare a final report on the SPAM Software and Hardware Business Management business plan, without financial and feasibility analysis
7. Final report and report (to be compiled with analysis and financial feasibility prepared by USAID IUWASH PLUS WASH Finance Specialist).

Qualification of Specialist Required
Prospective consultants who are expected to have the following criteria:
·       Education Background (20%)
S-1 bachelor’s degree, in Technical, or other relative discipline.
·       Working Method (50%)
a.      Understand about PDAM management.
b.     Understand about the SPAM training business
c.      Understand about the SPAM Software and Hardware business
d.     Can coordinate well with other stakeholders such as the City Government and Other PDAMs
e.      Have the ability and experience in compiling business plans
f.       Able to work independently with limited supervision and facilities.
g.      Oriented to project results.

·       Performance Pass (30%)
a.      Minimum 8 years experiences assisting PDAM
b.     Preferably having experience in collaboration with other PDAMs or government projects in the drinking water sector.
