The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight months initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Individual Consultant for Developing CEM Guidelines, CEM Profile and Training Module Writer (JOB CODE: FPICA/CEM_JKT)
Objective
The main objective of this program are:
1. To produce attractive, modern and well written lesson learned documents about “How to Initiate Citizen Engagement Mechanism”.
2. Developing training module on “Social Media Content Development for WASH issue”
3. Editing and redesign 35 Profile of Citizen Engagement Mechanism
Therefore, to support the program activity, USAID IUWASH PLUS seeks the assistance of one person to work as professional consultant for Developing CEM Guidelines, Profile and Training Module
Tasks and Responsibility
Under the supervision from CEM Specialist, the tasks and responsibilities of the person will include, but not be limited to, the following:
1. Develop an outline document lesson learned about “How to Initiate Citizen Engagement Mechanism” based on documents (project document, CEM profile, monitoring evaluation report, etc), internal discussion with USAID IUWASH PLUS team and data collection through phone interview with the stakeholders.
2. Develop module training “develop social media content for WASH issue” based on USAID IUWASH PLUS experience conducted social media training for community;
3. Editing and redesign 35 CEM Profile
4. Writing the document based on approved outline
5. Developing training module and lesson learned document concept design
6. Finalized the CEM Guidelines, Profile and Training Module based on feedback from USAID IUWASH PLUS technical team.
Required Qualifications
The candidate should have the following criteria:
· 5 years of previous experience in the field of journalism, communication and also developing report or book
· Ability to conduct research to develop content
· Ability to work with various project staff and to translate their ideas into concepts and ultimately to materials;
· Excellent writing and editing skills.
· Proficiency with computers, especially writing programs, such as Google Docs and Microsoft Word, and PowerPoint
· Proven experience by providing list of publication
· Working experience with water and sanitation program is a plus;
