The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of
Gender Responsive Budget Training and Technical Assistance in Malang City and Lumajang District – East Java (JOB CODE : GRB-EJRO/STTA)
Objective
The Indonesian government, through Presidential Instruction No. 9 of 2000 concerning Gender Mainstreaming (PUG) in National Development, mandates all Ministries and Government Institutions at both the central and regional levels to integrate gender mainstreaming when developing policies, programs and activities in each field of development. Furthermore, in the Minister of Home Affairs Regulation number 67 of 2011 concerning Amendments to the Minister of Home Affairs Regulation Number 15 of 2008 concerning General Guidelines for Gender Mainstreaming in Regions, mandates that regional governments are obliged to develop gender responsive development policies, programs and activities as outlined in the Development of Regional Medium Plan Term or RPJMD, LG Unit Strategic Plan, and LG Unit Work Plan.
As a partner of the Indonesian government, USAID IUWASH PLUS assisted implement the gender mainstreaming approach in the regions. Both at the community level and at the government level, especially Gender Responsive Planning and Budgeting (PPRG). USAID IUWASH PLUS East Java Regional Office (EJRO) has 7 assisted district/city, Surabaya City, Sidoarjo District, Gresik District, Malang City, Probolinggo City, Probolinggo District and Lumajang District. To encourage Gender Responsive Planning and Budgeting (PPRG), currently USAID IUWASH PLUS focuses on assisting 3 districts/cities, Gresik District, Lumajang District and Malang City.
The objectives of the STTA assignment are to deliver training and technical assistance for Gender Mainstreaming Driving Team and LG units on WASH sector in Lumajang District and Malang City on Gender Responsive Budget.
Tasks and Responsibilities
Consultant does facilitation to gender mainstreaming driving team and LG unit on WASH sector in developing gender responsive budgeting, with activities as follows:
1. Deliver training on gender awareness, Gender Responsive Planning and Budgeting and development of Gender Responsive Budget for Gender Mainstreaming Driving Team and related LG units on WASH sector in Lumajang District and Malang City
a. Coordinate with Bappeda and/or Women Empowerment Office to identify key learning points to be covered in the training and agree on training schedule and venue
b. Review previous training materials used by IUWAH PLUS for training on development of Gender Responsive Budget and develop syllabus
c. Prepare handouts, games, training equipment and any other miscellaneous items needed for the training
d. Conduct the training
2. Conduct technical assistance for Gender Mainstreaming Driving Team and related LG units on WASH sector in Lumajang District and Malang City to develop Gender Responsive Budget.
a. Coordinate with Bappeda and/or Women Empowerment Office to identify key points to be delivered during technical assistance and agree on the schedule and venue
b. Prepare handouts/manuals, equipment and any other miscellaneous items needed for the technical assistance
c. Conduct technical assistance.
3. Conduct technical assistance for Gender Mainstreaming Driving Team to review ARG (Gender Responsive Budget).
a. Coordinate with Bappeda and/or Women Empowerment Office to identify key points to be delivered during technical assistance and agree on the schedule and venue
b. Prepare handouts/manuals, equipment and any other miscellaneous items needed for the technical assistance
c. Conduct technical assistance.
4. Facilitate Gender Mainstreaming Driving Team coordination meeting
a. Coordinate with Bappeda and/or Women Empowerment Office to identify key topics to be covered in the meeting and agree on the schedule and venue
b. Conduct coordination meeting.
Deliverables
Within three months of implementing the program the facilitator is expected to prepare and submit a report as follows:
1. Initial reports and work plans, are expected to have been submitted at 2 weeks after the signature of the contract which contains:
a. Methodology.
b. Work schedule and implementation plan.
2. An intermediate report, submitted at 2 months after the program is run and contains about:
Existing Profile of gender mainstreaming (institutional, regulation, gender responsive budgeting) in Malang city and Lumajang district.
3. The final report and completion of the implementation of the work, submitted after the program is completed and a maximum of 1 month after the program is completed, and contains about:
Gender mainstreaming (institutional/gender mainstreaming driving team, regulation and gender responsive budgeting) improvement profile in Malang city and Lumajang district.
Posting & Reporting Relationships
The STTA will be based at the USAID IUWASH PLUS office in Surabaya with some limited travels to selected field locations. All costs for official travel (tickets, local transport, accommodation, per diems) will be financed directly by USAID IUWASH PLUS and in accordance with project-level practice and regulations. The STTA will work closely with another person designated by USAID IUWASH PLUS under direction of Senior Associate for BCM-EJRO.
The STTA will deliver regular updates on their progress by email or in person to the supervisor at USAID IUWASH PLUS. The USAID IUWASH PLUS East Java Regional Office Team will provide technical and administrative support to the STTA regarding meeting arrangements, obtaining data and information materials, etc.
Minimum Qualifications
Bachelor degree in social field, law, political science, public policy, public administration or related field requires
At least 5 years of experience providing training, mentoring or technical assistance to local government on gender mainstreaming or gender responsive planning and budgeting.
Having the ability to make planning and analysis using Gender Analysis Pathway (GAP).
Preferably, have experience in mentoring PUG in the water and sanitation sector, and living at East Java Province.
