On August 4, 2021, USAID IUWASH PLUS facilitated an online Focus Group Discussion (FGD) on the roadmap for onsite domestic wastewater management system (Sistem Pengelolaan Air Limbah Domestik Setempat/SPALDS).
The FGD involved the Director of Housing and Settlements of Bappenas, Ms. Tri Dewi Virgiyanti; the Sub-Coordinator of Domestic Wastewater of Sanitation Directorate of the MPWH, Ms. Asri Indiyani; the Sub-Coordinator of Region 1 of the Synchronization of Regional Government Affairs II Directorate of the MOHA, Mr. Ali Irmanda; COR for USAID IUWASH PLUS, Ms. Trigeany Linggoatmodjo; the Deputy Chief of Party for USAID IUWASH PLUS, Ms. Alifah Lestari; representatives from domestic wastewater operators supported by USAID IUWASH PLUS; universities and the private sector.
In the meeting, the participants welcomed the plan for the roadmap development and they look forward to contributing to the document’s formulation. During the brainstorm session, they also shared various ideas for the roadmap content, such as including ‘gray water’ in the SPALDS.
“We have to talk about water quality improvement by reducing untreated wastewater proportion to a half… The Law No.17 in 2019 mandates that sanitation is a part of water source protection. Thus, if the greywater [issue] is not included [in the road map], [the problem] is not solved. Let’s put it in the road map,” Asri Indiyani shared one of her ideas.
Continuing the FGD, participants agreed to provide more ideas and comments on the FGD results virtually using the Miro™ Application. USAID IUWASH PLUS also plans to discuss steps to follow up consensus among stakeholders to the roadmap development. USAID IUWASH PLUS also plans to meet with other organizations helping Bappenas develop other sanitation-related roadmaps to ensure the SPALDS roadmap content is aligned with other work road map documents.
The SPALDS roadmap will become the critical document to guide national and local governments to achieve the 2020–2024 Medium-Term National Development Plan (RPJMN) and Sustainable Development Goals (SDGs) on safely managed sanitation. The Government of Indonesia aims for 90% access to improved sanitation, including 15% access to ‘safely managed sanitation’ in the 2020-2024 RPJMN and 57% access to safely managed sanitation in the SDGs 2030.
