Developing the Syllabus for LLTT Implementation

On March 1, 2018, USAID IUWASH PLUS partnered with The Ministry of Public Works and Housing organized a workshop to develop LLTT syllabus that will be used by relevant stakeholders in implementing the LLTT. This workshop aimed to identify what materials are needed to develop the LLTT training modules, to develop syllabus and training agenda for LLTT and to prepare time table for LLTT training.

The workshop was attended by 29 participants from the Ministry of Public Works & Housing (MPWH), UPTD PAL (Technical Implementing Unit of Wastewater Treatment) in Bekasi, UPTD in Bogor, PD PAL Jaya and IATPI (Indonesia Association of Sanitation and Environmental Engineering).

The workshop was opened by Dodi Krispratmadi, the Director of PPLP (Environmental Sanitation Development) from MPWH. Dodi stressed some points concerning the achievement of 100% sanitation access targets in 2019, with the target of 85% and 15% access to basic sanitation, where 85% of the improved access will be achieved through onsite wastewater management system (SPALD-S). “Significant changes to bring a sustainable sanitation services are required immediately,” he added.

Scheduled Desludging Service (LLTT) as part of Fecal Sludge Management (FSM) has already started in Indonesia with some initiatives from MPWH and donors, however, only a few districts/cities that have implemented it. Therefore, LLTT materials or guidelines are required so that more districts/cities can implement LLTT independently.

In the discussion session, the participants discussed the syllabus of LLTT training material, number of days required for training, location of training and criteria of district/city that will be participated in the training. The workshop received appreciation from the participants. “This workshop is very useful, especially to develop the guidelines for the implementation of LLTT,” said Andrea Sucipto, the head of UPTD PAL in Bekasi.

To follow up the workshop, USAID IUWASH PLUS and MPWH will develop module of LLTT training, training of trainers (TOT) and training for participants as well. The ToT will be organized by BPSDM (Human Resource Development Agency) and the training for local government will be funded by the training center of PLP Wiyung in Surabaya.
