The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and \
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of:
Consultant of Most Significant Change (MSC) Implementation – Jakarta based (Job Code: STTA/MSC-JKT)
Objective
To strengthen its qualitative evaluation and better capture impact, USAID IUWASH PLUS recently began implemented a “Most Significant Change” (MSC) approach project-wide. Also known as “monitoring without indicators” or “the story approach”. MSC utilizes a systematic approach to collecting and evaluating stories from beneficiaries of changes they have experienced and that stem from project interventions to more fully understand and document how the project is holistically impacting lives. Originally developed by Rick Davies for the monitoring and evaluation of a complex, participatory development program in rural Bangladesh in 1996, MSC serves as a supplement to quantitative, indicator-based monitoring by looking beyond the numbers and asking project participants and beneficiaries to describe changes that they have personally witnessed due a given program’s efforts.
USAID IUWASH PLUS has been implementing qualitative monitoring using the “Most Significant Change” (MSC) methodology in June 2018, September 2018 and March 2019 and will be continued in this Program Year 4 (PY4). Overall process of MSC implementation from one period to others was very similar. USAID IUWASH PLUS uses domain focused on change at the household/community level and change at the institutional level (including water utilities, local governments, and national government partners). As such, the project collected stories from two groups of beneficiaries: communities/households and institutions. In total, there were 71 stories collected and reviewed from three periods of MSC implementation. USAID IUWASH PLUS will continue the implementation of MSC in this PY4.
The objective of the STTA assignment are to review and analysis USAID IUWASH PLUS Most Significant Change implementation conducted on previous period and deliver technical assistance for next period of MSC implementation.

Minimum General Qualifications:
§ A bachelor’s or master’s degree in a relevant field from either technical or social science, such as environmental engineering, environmental management, communication, public relation, public administration or other relevant fields.
§ At least five (5) years of experience in documenting the development program;
§ Possesses good writing skill to support the development of Most Significant Change documentation;
§ Possesses basic communication and facilitation skills on the process of development of Most Significant Change documentation;
§ Possesses good verbal and written communications skills in Bahasa Indonesia and English;
§ Understanding of water, sanitation and hygiene issues is an advantage;
§ Flexibility to work on evenings and weekends on occasion, and to travel substantially within Indonesia.
