Consultant for Web GIS Mapping Application for Drinking Water Distribution Networks in Jakarta  (Job CODE: FP ICA/WGISM_JKT)


The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:

  1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
  2. An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

The Swiss State Secretariat for Economic Affairs (SECO) acting through the United States Agency for International Development (USAID) share the mutual goal of improving performance of water utilities to increase access to clean water in Indonesia, particularly to address two technical challenges that are especially impactful: (1) high rates of non-revenue water (NRW); and (2) poor energy efficiency (EE). To provide a comprehensive and measurable NRW reduction and EE improvement in Indonesia, SECO agreed to co-finance USAID for a three-year technical assistance program, implemented under the current USAID IUWASH PLUS program with seven PDAMs in two regions, i.e. West Java and Central Java provinces.

The purpose of developing the Web GIS Mapping Water Distribution Network application is to support the non-revenue water (NRW) reduction program, particularly by displaying spatial data on pipelines, district meter area (DMA) and customer locations. This application can later be equipped with a display of the locations of water pressure and discharge sensor points along with their reading data, making it easier for PDAMs to manage water loss caused by pipe leaks. Digitally, the Web GIS Mapping Drinking Water Distribution Networks application will help the process of finding the location of leaks and the causes of lack of water pressure, the handling of distribution problems in the field will be carried out more quickly, efficiently, effectively and transparently, in the end it will help reduce NRW water and increase Local Government income especially from drinking water services to the community. On the other hand, this application will also be able to assist PDAMs in the process of implementing new connection services, disconnection actions and plans for developing service coverage areas.



Web GIS  Mapping Drinking Water Distribution Network application is a system designed for special needs and purposes  cannot be purchased directly because it is not available in the market, so it requires special development by application developers. IUWASH PLUS – SECO as an application buyer will place an order for this system through the Individual Consultant Assignment (ICA) mechanism to individual Application Developers.

Application developers that provide the system will be mandated to design, develop, test it, until it is installed on the server and operated by the PDAMs assisted by IUWASH PLUS – SECO in the NRW reduction program. Before being distributed to assisted PDAMs, this application will be jointly developed and tested in two assisted PDAMs, one in the WJDT Regional and one in the CJRO Regional, PDAM  partners on the development of application will be determined when the Application Developer Consultant has been selected. The application developer consultant will also have to train PDAM & IUWASH PLUS – SECO staffs on the installation and operational procedures for this application.


The minimum specifications for the application are as follows:

  • Application must be developed with an open source concept, so that it is easy if one day it will be improved as needed.
  • The platform of the application must be web-based and installed on the PDAM server, so that it can be operated with a web browser application (Chrome, FireFox, Opera, etc.) on every computer connected to the server (LAN, Internet).
  • The application must be able to display spatial data of drinking water supply system (SPAM) on the base map, including the location of the object and its data attributes, including: water supply facility location points, pipeline networks and it’s accessories locations, customer point locations, water pressure sensors and water meter locations, where the spatial data has been developed by PDAM in the GIS application.
  • Applications able to provide at least 2 options of basic map, among others are: Google Maps, Open street map or Mapbox.
  • The application has several features, including; search features, display data attributes, draw line and point vector objects on the screen without changing the original data and calculate the length of the drawn line, generate earth coordinate values from the drawn points and save the screen display into image format (jpg, bmp, etc).
  • Application has user level management features; administrators, operators, supervisors and guests with several different levels of access rights.
  • The application is able to read pressure and discharge sensor data through the sharing API of the sensor reading system, and can display numbers and or graphs.
  • The application has facilities for downloading and backing up data that only administrators can run


Minimum Required Qualifications and Experiences

To ensure the delivery of the output: the Web GIS Mapping Jaringan Distribusi Air Minum, Application, Application Developer has the following qualifications:

  1.  IT educatonal background, specially in computer programming
  2. Minimum 5 years experience in the development of General computer application
  3. Experience in the development of web-based and android applications and integration with spatial mapping databases
  4. Understand API and integration of digital sensor data communication and presentation on spatial mapping system
