The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of
Consultant for Roadmap Development AMPL 2020-2030, SSEI/Makassar Office (Job Code : IC/RDA-SSEI).
Objective
The main objectives of the service provider are facilitating the Preparation of the 2020-2030 AMPL Road Map for South Sulawesi Province, collect data and information needed for the preparation of the 2020-2030 AMPL Roadmap for the Province of South Sulawesi. Write and compile a AMPL roadmap 2020-2030 for South Sulawesi Province
SCOPE OF WORKS
Service providers will be responsible for compiling the existing roadmap, developing, compiling, writing and completing the AMPL roadmap 2020-2030 for the province of South Sulawesi, through the collection of activities as follows:
1. Preparation Work
Coordinate with Lead Components 4, Regional Managers and Government Specialists.
Coordinate with the South Sulawesi Province AMPL Working Group (Bappeda Prov. Sulawesi Selatan)

2. Review the draft of AMPL roadmap 2020-2030
Facilitating a coordination meeting with the Provincial AMPL Working Group of South Sulawesi and programs / donors / institutions that focus on the WASH sector in the South Sulawesi Province.
3. Collecting data and information
Desk to desk to the relevant technical OPD.
Serial discussion with USAID IUWASH PLUS Specialist (BCMS, UWS, USS, WFS).
FGD with Prov. AMPL Working Group of South Sulawesi
4. Develop and write a draft AMPL roadmap 2020-2030
Series of coordination meeting with AMPL Working Group of South Sulawesi province
Together with Government specialists facilitating public consultation.
5. Complete the AMPL roadmap
Together with the AMPL Working Group of South Sulawesi Provincial and the USAID IUWASH PLUS team had an audience with the provincial governor of South Sulawesi, South Sulawesi.

General Required Qualifications and Experience:
– Have a minimum of 5 years work experience
– At least a Bachelor (S1) in Environmental Engineering or other scientific disciplines related to water supply and sanitation.
– Has experience in preparing regional and medium term planning documents.
– Have experience in preparing proactive target for achieving SDGs, specifically goal 6.
– Having experience and ability to facilitate activities.
– Has experience and ability to write regional mid-term planning documents.
– Able to build communication and coordination with local government partners.
– Have experience interacting with AMPL Working Group.
