Consultant for Initial Technical Feasibility Study of the Raw Water Supply of Mrutu Spring, Kabupaten Lumajang – East Java (Job Code : ICRWS–EJRO)

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:

1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

To achieve these outcomes IUWASH-PLUS seeks qualified Indonesian candidates for the position of:

Consultant for Initial Technical Feasibility Study of the Raw Water Supply of Mrutu Spring, Kabupaten Lumajang – East Java (Job Code : ICRWS–EJRO)

Objective:
The main objective of the STTA/Consultant requirement is to carry out and develop the initial feasibility study of the Mrutu’s spring water resources, in Pandansari Village, Kecamatan Kedung Jajang, Kbupaten Lumajang.

Tasks and Responsibilities
The consultant (STTA) should have fulfill with task and responsibilities, as follows:
1. Collect, analyze the Mrutu Springs data, both related to secondary data and primary data such as water quality and water quantity (as well as baseline data), topographic data, hydrogeology data and other data needed related to analysis of potential and problems of Mrutu springs.
2. Review and analyze the level of reliability of the quantity and quality of Mrutu spring as the PDAM/HIPPAM raw water resources (water balance).
3. Delineate the catchment area of the Mrutu spring and assess and analyze the catchment area conditions both related to geological conditions, topography, vegetation, activities and sources of pollution and others with have potential impacts to the groundwater or spring.
4. Develop and conduct an Action Plan Matrix Analysis (MRA).
5. Develop an Action Plan for safeguarding and maintaining spring, as well as timelines and investment cost plans and sources of funds.
6. Develop conclusions on the potential water resources and feasibility and guarantee the quantity and quality of the Mrutu spring water resources as the raw water for PDAM and HIPPAM in Kabupaten Lumajang.
7. Discuss with IUWASH PLUS’s Water Sanitation and Hygiene Finance Specialist (WFS) in compiling, analysis and conclude during the study.

Minimum General Qualifications:

USAID IUWASH PLUS requires hydrogeology experts with the following qualifications:
• Minimum education for S1 Geology/Hydrology or other related technical background, at least 5 (five) years of experience in hydrogeology.
• Experienced in doing similar work at least 2 times.
• Having experience in carrying out spring conservation work at least 1 (one) time.
• Able to work independently/independently with limited supervision/facilities and based in Surabaya the EJRO office with limited field trip to the Mrutu spring area in Kabupaten Lumajang.
