The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS need high caliber candidate to fill the position of
Consultant for Development of Sanitation Road Map of UPTD PALD Kabupaten and Kota Jayapura, SSEI Regional Office (JOB CODE : FPICA/SRM_JYP)
Objectives
The Objectives of this assignment are:
1) Develop and agree on domestic wastewater services frame-work and preparation roadmap of sanitation for UPTD PALD in District and City of Jayapura;
2) Prepare a Road Map of Sanitation for UPTD PALD in District and City of Jayapura that is in accordance with the current condition of UPTD PALD and the next 5 years;
3) Reviewing the Road Map of Sanitation from UPTD PALD in Jayapura City in 2014 which is in accordance with the current condition of UPTD PALD and the next 5 years
4) Assist the UPTD PALD to work together in the preparation and improvement of the UPTD PALD sanitation road map
A. Scope of Works
1) Develop framework and roadmap of domestic wastewater for District and City of Jayapura
2) Data collection from all relevant local stakeholders related to all SPAD information, including their roles and responsibilities, all completed, ongoing and planned SPALD program and budgets, etc.
3) Identification and assessment of existing conditions sanitation number and condition of SPALD infrastructure facilities, and service coverage of SPALD.
4) Identification of all emerging issues and problems arising (both technical and non-technical)
5) Formulated the existing SPALD condition including access and current service condition and the expected service target plan. Proper decent access and safely manage access in according with the MDGs plan and SPM wastewater system
6) Formulate a vision and mission of domestic wastewater management and its objectives and targets
7) Identify and analyze the current condition of SPALD and when compiling it to formulate a strategy for SPALD management programs and activities
8) Facilitate working sessions on participatory preparation of the roadmap
9) Provide technical assistance in preparing the draft roadmap
10) Facilitate stakeholders meeting to finalize and reach agreement on the roadmap
11) Facilitated regular stakeholders meeting with related parties (UPTD PALD, Dinas, etc) to discuss the result of assessment and reach agreement on priority program in the form of signing agreement
A. Implementation Schedule
An estimated period of 3 (three) months will be required for the successful implementation of above explained tasks, under the assumption that all tasks are implemented in parallel to one location to another until the end of the program.
Minimum General Qualifications:
· Should have (minimum) a bachelor degree in environmental / sanitary engineering / Civil engineering / Planology engineering
· Experience more than 5 years on domestic wastewater management
· Experience in developing Sanitation Road Map for UPTD PALD
· Experience in domestic wastewater Technical Assessment
· Experience technical and management assistance of UPTD PALD / LG
· Excellent communication and reporting skills (Bahasa Indonesia and preferred in English)
