The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Consultant for Assistance for Community Mobilization to Support Sanitation Facility Construction and Ensuring Its Sustainability in Kab. Probolinggo, East Java Regional Office

Objective
This program aims to improve sanitation access at least for 600 households (60% of beneficiaries are B40 communities) in 15 desa sanitation facilities construction that is funded by local budget of Kabupaten Probolinggo and national budget. To ensure the sustainability of sanitation facilities, USAID IUWASH PLUS will support assistance for the community in building their capacity for operational and maintenance of facilities.
Tasks and Responsibilities
The selected Local Facilitator should prepare for this assignment in close coordination with USAID IUWASH PLUS for understanding related to safely manage sanitation and other technical terminology and collect the data from Dinas Perumahan, Kawasan Permukiman & Pertanahan about the location and detail design of sanitation facilities that already constructed. These include, but are not limited to:
Understand the criteria of open defecation.
Understand the SDG’s target.
Understand how to safely manage sanitation.
Understand the criteria of outcome C1a in USAID IUWASH PLUS.
Understand the location of the sanitation facilities construction.
Understand the technology optional for each location
1. Assessment and Identification:
Survey the location, identify the sanitation access and community awareness in selected location :
· Conduct site survey that already constructed by Dinas Perumahan, Kawasan Permukiman & Pertanahan for sanitation facilities construction.
· Establish communication with Lurah, RW, RT and other local leaders.
· Identify the sanitation access in the location.
· Identify the community awareness in sanitation sector.
· Disseminate information to the community about safely manage sanitation.
2. PHBS Promotion:
Local Facilitator should work closely with Dinas Kesehatan / Puskesmas to conduct the activity. With this activity, hopefully that community can understand the importance of safely manage sanitation, including operation and maintenance of sanitation facilities that already constructed.
3. Connecting the community to UPT PALD Kabupaten Probolinggo:
Local Facilitator should give understanding to the community that one of the obligations after the sanitation facilities construction is desludging. Local facilitator coordinate the community to connect to UPT PALD Kabupaten Probolinggo and help them to be registered as UPT PALD desludging customers.
As for the best result of the implementation on its duties, Local Facilitator activities will be under the supervision of East Java Regional USAID IUWASH PLUS team, in this case is Behavior Change / Marketing Specialist and will be supported and coordinated with WASH Facilitator Kabupaten Probolinggo.
Minimum General Qualifications:
The Specialist required for this program is preferably to stay in around Kab. Probolinggo region so he/she knows better about the location, community, characteristic, sanitation access, etc, work for 6 months period, with the following qualifications:
§ Education Background
S-1 bachelor’s degree, in social, or other relative discipline.
§ Working Method
a. Understand about Community Mobilization.
b. Good coordination with the local government.
c. Take advantage of facilitating the sanitation sector.
d. Project result oriented.
§ Pass Performance
a. Minimum 8 years experiences in community mobilization.
b. Minimum 5 years experience in the sanitation sector.
c. Preferably having work experience in NGO/government projects in sanitation.
