Bogor city government is committed to attaining 8.6% safely managed sanitation in the next three years (SSK of Bogor city 2020–2024). To achieve this goal, Bogor city government expects to deliver desludging services across the city and mandates UPTD PALD, the domestic wastewater operator under the city’s Public Works and Spatial Planning office, to manage the service.
With assistance from USAID IUWASH and continued with USAID IUWASH PLUS projects, the UPTD PALD has prepared facilities to support the regular desludging service. The assistance with USAID IUWASH PLUS, in particular, included development of MIS and customer database that started in March 2018. After two years of assistance, the UPTD PALD finally has a Regular Desludging Service Application System (Sistem Aplikasi Layanan Lumpur Tinja Terjadwal/SALUTT), which can be used to efficiently update the customer database, schedule desludging, and track ongoing services. USAID IUWASH PLUS also facilitated a septic tank survey in 400 houses in late 2019 to enlist more customers in the database and promote access to safely managed sanitation.
On June 15, 2021, the government of Bogor city, with the assistance of USAID IUWASH PLUS, launched the Regular Desludging Service in a hybrid ceremony held at Tegal Gundil Septage Treatment Plant with strict health protocols. Present in-person were Bogor Mayor, Dr. Bima Arya; along with the Head of the City Public Works and Spatial Planning Office, Mr. Chusnul Rozaki; the Chief of Party of USAID IUWASH PLUS, Mr. William Parente; the Chairperson of the Bogor office of Ulema Council Indonesia; representatives from Bogor Utara sub-district, Tegal Gundil and Tanah Baru urban villages; and local residents. The online participants included the Director of Sanitation of the MPWH, Mr. Prasetyo as well as the representatives from West Java province’s development planning agency, Bogor city’s sub-districts and urban villages, universities, and journalists.
The launching ceremony aimed to formally introduce the regular desludging service to all stakeholders and communities in Bogor city. A virtual tour showing how the service is carried out—beginning at people’s homes and ending at Tegal Gundil Septage Treatment Plant—was made available to online participants to help them understand the urgency of this service through visualization.
In his speech, Bogor Mayor emphasized that sanitation and wastewater collection and treatment are basic needs that will determine the people’s quality of life. He reminded that “…. infrastructure development, including the MIS application, should be accompanied with behavior change promotion, and that regular desludging [application] is in line with the spirit of Bogor city being a Smart City.”
As of May 2021, the database has registered 1,343 customers. UPTD PALD plans to deliver the service to 40–50 houses per month. The technical unit will also conduct a wide-ranging survey soon to continue identifying potential customers.
