In line with Sustainable Development Goal 6, Indonesia aims to deliver safe water for all by 2030. Unfortunately, it is unlikely for Indonesia to attain the goal with the human resources that PDAMs currently have. In 2020, USAID-SECO Partnership noted that from a total of 57,866 employees across Indonesia, only 12% had had their competencies certified.
To overcome this challenge, Bappenas, MPWH, and USAID-SECO Partnership collaborated to develop a roadmap that details strategies that water supply stakeholders must undertake over the next ten years.
USAID-SECO Partnership facilitated data collection to formulate the roadmap, including disseminating questionnaires to 250 PDAMs across Indonesia, conducting in-depth interviews with 14 PDAMs, partaking in field visits to 4 PDAMs, and organizing 3 FGDs.
As a result, on June 2, 2021, Bappenas, MPWH, and USAID-SECO Partnership launched Capacity Building Roadmap for Human Resources of Drinking Water Companies/Water Supply BUMDs in Jakarta. Participants included the Director of Water Supply Directorate of MPWH, Mr. Yudha Mediawan; the Director of Development of Urban, Housing, and Settlement of Bappenas, Ms. Tri Dewi Virgiyanti; and representatives of several Water Supply BUMDs and education/training institutions.
The roadmap outlines three strategies to deliver safe water for all by 2030: developing training materials, improving training strategies, and strengthening the management of training institutions. By then, the number of PDAM’s employees is estimated to have grown by almost 60% to 92.000. Based on that prediction, the document also sets forth various targets for water supply stakeholders, including increasing training capacity from a total of 4,200 to 8,800 participants per year and developing an occupational map along with its certification scheme for every position. These efforts are expected to have certified a total of 73,600 employees or 80% of the estimated 92,000 PDAM’s employees by 2030.
“Thanks to this roadmap, we now have a general picture of what to do in the future. We hope that the roadmap that we are launching today can serve as a guide in formulating a relevant technical policy,” said the Director of Water Supply Directorate of MPWH, Mr. Yudha Mediawan.
The USAID-SECO Partnership will take part in the implementation of the roadmap by (1) formulating occupational maps and certification schemes for PDAMs, (2) developing a guideline on establishing a training institution in accordance with the Indonesian Training Quality Framework (KMPI), and (3) producing several training modules based on the Indonesian National Work Competency Standard (SKKNI). USAID-SECO Partnership is also supporting the Center for Water Supply Technology (BTAM) in improving its organizational management and assisting Akatirta to develop a roadmap for establishing the academy as a vocational higher education institution.
