Basis for Award: An award will be made based on the LPTA Method. The award will be issued to the responsible and reasonable offeror who provides the best value to DAI and its client using a combination of technical and cost/price factors.
BACKGROUND
USAID Indonesia Urban Resilient Water, Sanitation, and Hygiene (USAID IUWASH Tangguh) is a five-year Activity to advance Indonesia’s development goals in increasing access to safely managed drinking water, sanitation, and hygiene (WASH) in vulnerable urban areas and strengthening climate-resilient WASH services and water resources management. In close partnership with the Government of Indonesia (GOI), USAID IUWASH Tangguh supports Indonesia’s work to achieve their Sustainable Development Goal (SDG) targets to ensure access to water and sanitation for all (SDG 6) and to make cities and settlements inclusive, safe, resilient, and sustainable (SDG 11).
Using an Integrated Resilient IUWASH System (IRIS) approach which aligns actions and incentives between upstream and downstream actors, while crowding in collaboration with key stakeholders through partnerships that accelerate the enabling environment and key enabling factors, such as finance and data—the USAID IUWASH Tangguh team provides technical assistance to GOI, private sector and civil society stakeholders to achieve four Objectives: 1) Strengthened WASH and WRM (Water Resources Management) Sector Governance and Financing; 2) Increased Access to Poor-Inclusive, Climate-Resilient, Safely Managed Drinking Water and Sanitation Services; 3) Improved Water Resources Management to Support Resilient Drinking Water Services; and 4) Increased Adoption of Behaviors and Improved Women’s Participation and Leadership Roles that Contribute to Improvements of WASH and WRM.
ACTIVITY DESCRIPTION
USAID IUWASH Tangguh North Sumatra Regional Office requires Internet Service Providers to accommodate staff activities & communication in the new office. The contract duration will one year ahead with the possibility of extension.
This procurement is technically justified because the process of Internet Service Provider for North Sumatra Regional Office in Medan city will consider several criteria to ensure cost reasonableness and the selected vendor is appropriate and can accommodate staff activities in the office.
OBJECTIVE
USAID IUWASH Tangguh for North Sumatra Regional Office in Medan city will need internet connection with requirements:
- Internet connection requirements:
- Internet Service 30 Mbps dedicated 1:1 international link and local fiber optic preferred for the period of 1 November 2023 to 31 October 2024
- Technical requirements for internet connection links for data traffic:
- The allowed packet loss may be up to 2% when the link utilization is 90% and above
- Guaranteed up-time must be at least 99.7%
- Maximum link latency not to exceed 300ms when link utilization is 90% and above
- Network monitoring
- Network monitoring and reporting software interface available for USAID IUWASH Tangguh access
- Static Public IP Address requirement:
- Requirement is minimum 1 public static IP address – this IP address should NOT be NAT-ed, firewalled or filtered for any traffic. DAI will be running proprietary VPN IPsec links, VOIP and MAIL system.
- Equipment specifications and requirements:
- The equipment should be business level reliable equipment
- Provide detailed specifications of all proposed equipment
- Technical support and maintenance requirements:
- Technical support available 24/7 with available teams/technicians for on-site assistance
- Phone and email support
- Remote assistance options
- Propose response time for remote, phone and email support
- Propose response time for location when the problem requires on-site assistance
- Provide example Maintenance and Support Agreement with SLA (response and resolution times and escalation procedure)
- 1-week advance notifications for scheduled system maintenance
- 6 hours advance notifications for emergency system maintenance
- Delivery and installation terms:
- Maximum of 7 days from the purchase order signing – if not possible, please explain why and provide information on guaranteed delivery and installation schedule.
- Please describe implementation activities and timelines
- Warranty terms and conditions:
- Equipment warranty should be minimum one year – please specify warranty conditions
- Additional requirements:
- DAI will provide Firewall with fast Ethernet connection interface. Please include equipment capable of delivering link to our firewall. DAI will have UPS device on the premises.
- Past Performance:
- The technical proposal shall include information on past performance. Provide a list of at least three (3) recent awards of similar scope and duration. The information supplied shall be stated in a table and shall include the legal name and address of the organization for which services were performed, a description of work performed, the duration of the work and the value of the contract, description of any problems encountered and how it was resolved, and a current contact phone number of a responsible and knowledgeable representative of the organization.
PERIOD OF PERFORMANCE
The service is expected to be delivered and installed on October 15, 2024.
